Apparently when the City of Wildomar entered 2015 brains explode throughout city hall.
The first oversight ?
2 Vacancies on the Measure Z Oversight Committee as declared by the City Council were never advertised as so directed in Agenda Item #1.7 of the January 14, 2015 Council Agenda Packet.
SUBJECT: Declare Two Vacancies on the Measure Z Oversight Advisory Committee
BACKGROUND/DISCUSSION:
At this time it would be appropriate to declare the scheduled vacancies and direct the
City Clerk to advertise the vacancies. The City Clerk will advertise starting on
Thursday, January 15, 2015, and will accept applications through Tuesday, February
17, 2015. These applications will be given to each Council Member as they are
received and the appointments will be scheduled for the regular meeting of March 11,
2015.
(This was a consent item so it more than likely no city council member read this item.)
The second oversight
When it was announced that the two vacancies would be filled by the only two applicants to apply someone requested documents regarding the location and the amount of minimal cost for advertising for these vacant positions. (17 days have past with no response one way or another to this request)
California Government Code 6253
(c)Each agency, upon a request for a copy of records, shall,
within 10 days from receipt of the request, determine whether the
request, in whole or in part, seeks copies of disclosable public
records in the possession of the agency and shall promptly notify the
person making the request of the determination and the reasons
therefor.
The statement “Minimal cost for Advertising” can be found in Agenda Item #1.7 under “Fiscal Impact”of the January 14, 2015 City Council Agenda Packet page 110 of 231 of the pdf.
This statement “Minimal cost for Advertising” is found once again in the Agenda Packet for the City Council Meeting of April 8, 2015 Agenda Item #3.1. under “Fiscal Impact” page 629 of 780 of the pdf
In the Agenda for April 8, 2015 it clearly states:
The positions were advertised and at the end of the recruitment period, the city had
received two applications. These appointments would be for two years and expire in 2017.
When one looks at the applications provided in the Agenda Packet one sees an application dated the 10th of February 2015 and one dated the 3rd of April 2015.
In the past advertising of vacant city positions has been for a period of 30 days as so noted in the January 22, 2014 Agenda Packet Item #1.7 Planning Commission Vacancy under “Discussion”
It has always been the practice to post and accept
applications for 30 days, therefore the City Clerk’s Office will post

Once again under “Fiscal Impact” one finds the statement “Minimal cost for advertising”.
This thirty day requirement period for advertising was to be maintained with these vacancies as shown by the stipulation “advertise starting on
Thursday, January 15, 2015, and will accept applications through Tuesday, February
17, 2015.” so noted in the January 15th City Council Agenda.
In the Agenda Packet of January 22, 2014 Item #1.8
SUBJECT: Declare Three Vacancies on the Measure Z Oversight Advisory
Committee
Under BACKGROUND/DISCUSSION:
At this time it would be appropriate to declare the scheduled vacancies and direct the
City Clerk to advertise the vacancies. The City Clerk will advertise starting on
Thursday, January 23, 2014, and will accept applications through Monday, February 24,
2014. These applications will be given to each Council Member as they are received
and the appointments will be scheduled for the regular meeting of March 12, 2014.
FISCAL IMPACT:
Minimal cost for advertising.
Had this practice been followed the second application could only have been accepted after an extension had been granted by the city council during the February meeting at the earliest. (See below)
Move forward to March 11, 2015 were the city council can talk about BBQ and how Co-Sponsorship is by title only and will not require any fiscal participation beyond the
maintenance or enhancements required at the park to host an event. 20 amp circuit costing $2,600 to be used once a year during the BBQ was real important.

They can talk about Wildomart, “completing ?” the slurry seal work for the year, sidewalks on George Ave but no where is there a request to extend the application period for additional time due to a lack of applicants
Here we stand with no advertising without explanation, items pulled without explanation, meetings adjourned to a later date without explanation (three members are still on the committee making a quorum.
OVERSIGHT (The cornerstone of Measure Z) HAS BEEN STOLEN FROM THE CITIZENS OF WILDOMAR WHILE THEY LOOK THE OTHER WAY.
