First General Plan Amendment

Starting of page 32 of the PDF. This project was Fast Tracked by the County of Riverside and ready for approval but because the community became a city it became our issue, the only thing the city needed to do was approve it all the paperwork was done.

Location: South of Catt Rd., east of Arnett and west of Fox Ridge Lane
GPA00891: Project proposes to amend the project’s site land use designation use from Community Development Medium Density Residential (CD-MDR, 2-5 dwelling unit per acre) to Community Development Highest Density Residential (CD-HHDR 20+ dwelling units per acre)
CZ07608: The change of zone proposes to change the project site’s current zoning classification from Rural Residential (R‐R) to General Residential (R‐3).
PP23188: The Plot Plan proposes to construct 208 one and two bedroom units with one managers unit for a total of 209 units in 10 two story buildings and a community building. The project includes 243 parking spaces, two maintenance buildings, walking areas, putting green, circuit training locations, water quality/detention basin, off‐site storm drainage facilities, improvements to Catt Road and community gardens.
Environmental Action: In accordance with the California Environmental Quality Act (CEQA), that although the proposed project could have a significant effect on the environment; there will not be a significant effect in this case because a MITIGATED NEGATIVE DECLARATION will be adopted.

July 11th at the recommendation of Matt Bassi item was continued until October 10, 2012
October 10th the city council tabled indefinitely

Development project and ordinance until after the close of the public
hearing on the Grove Park Mixed-Use Development project.
City Attorney Jex explained State law limits the number to 4 of General
Plan Amendments the City can do per year. However, you can combine a
number of amendments into one Resolution and then only counts as one.
In speaking with the Planning Department, they are processing a number
of amendments that will come forward throughout the year. This was
seen as an opportunity to combine amendments, especially since it is the
same Developer. The remaining items on this item will be moved to the
end of the next item and then they will be taken at that time.
